Designing for Scale
Public health solutions often struggle to expand due to design elements that cannot be scaled. We can help programs conceptualise solutions that are simple, replicable and incorporate a clear roadmap to scale. Speed to scale is often dependent on results from well-conceived large-pilots that demonstrate enough impact for adoption by government. Implementing programs at large scales can be tricky, and many programs find themselves unprepared. Scaled implementation necessitates working with and through the government system. This requires in-depth understanding of the policy and programs environment, government data-banks, operational processes, and training systems. Nuanced appreciation of the interface between the bureaucratic and the political systems is essential. We offer advice to organisations on how to build strong partnership with government, because it is an essential requirement for scaling up.

Monitoring and Evaluation
Good public health programs incorporate a robust monitoring system from the outset. It is crucial to measure the progress of an intervention along its theory of change – processes and activities, their outputs, and the intermediate outcomes that ultimately lead to desired impact. A carefully developed monitoring system ensures timelines are maintained, indicates course corrections needed, and enables the program to accurately attribute impact of interventions. We help programs develop monitoring systems that adhere closely to their log frames and enable easy data collection and analysis.

Monitoring data can also be used for program evaluation. There may also be need for methods such as experimental or quasi-experimental design. In delivery programs, randomised-control trials are usually not meaningful, and the whole effort falls in the grey area of estimating the counter-factual.
